Wigan announced Jones’ return on a short-term contract earlier this month following his initial exit at the end of last season.
Jones had signed for the Latics in 2021 before loan spells at St Mirren and Kilmarnock.
He scored three goals in 26 League One appearances last term before his deal expired.
The 29-year-old also played the club’s first three matches of the season in the league and Carabao Cup.
However, his second exit of the summer was confirmed by mutual consent last week.
Carlisle have now pounced to bring the Northern Ireland international to Brunton Park.
The Blues are currently 19th in the fourth tier after one win from their first three matches.

Jones could make his debut at home to Tranmere on Saturday following his arrival.
Carlisle are the 10th club of his senior career, which started with Middlesbrough.
He has since had permanent spells with Kilmarnock and Rangers along with his stint at Wigan.
His latest move makes him Paul Simpson’s 11th summer signing and sees Jones reunite with Charlie Wyke, who signed from Wigan earlier in the window.
