The fan threw a bag of crisps at the Slovenian rider who was stunned for a moment and before shaking his head as he was cycling at 31km/h.
Then just moments later the fan targeted two-time defending champion Vingegaard with another crisp toss.
The fan was arrested for “aggravated violence”, according to French outlet Le Parisien, as both riders continued with the race.
A witness who spoke to the newspaper said the man was detained shortly after his stunt, and taken away in a police car.
The official Tour de France account on X shared the footage, stating: “In a world where you can be anything, don’t be this stupid guy.”
Lucky for Pogacar the crisp crisis did not matter as he was able to secure a victory by 39 seconds strengthening his grip on the yellow jersey.
Meanwhile, Vinegaard said after the race: “There was quite a bit of booing and someone was throwing chips, I heard also they threw the chips at Tadej and that’s strange to do.

“Just stay off the road and don’t boo anyone. I don’t understand why you go to a bike race and boo at people.”
The Professional Cyclists’ Association (CPA) said it would take legal action against the spectator.
CPA president Adam Hansen posted on X: “The CPA will take legal action against this guy with pleasure due to what he did to both Pogacar and Vingegaard.
“This is disrespectful and will not be tolerated.”
